Kaohsiung EcoMobility and Smart Community Demonstration Project

Origin of the Project

Hamasen is in the northwest of Kaohsiung Port and adjacent to Pier-2 Art Center, with a total area of about 90 hectares. It is close to the coast of Qijing, Sizihwan and Shoushan National Nature Park and there are Former British Consulate at Takao, Hamasen Railway Cultural Park, the Kaohsiung Fisherman's Wharf and other attractions nearby. It is Kaohsiung's early political, economic, educational and cultural center. The area is where the main roads going in and out of Sizihwan and Sun Yat-sen University. Daily commute traffic is heavy and tourists swarm in during the weekends; everyday there are about 150 tourist groups visiting. The roads in the area have narrow and curvy lanes but a large number of tour buses and other vehicles still have to go in and out the area, resulting in traffic congestion, safety, routing and parking management problems. It is difficult to both achieve good accessibility and maintain smooth traffic nearby the attractions. The problems are listed as follows:

To transform Kaohsiung into a eco-friendly city with smart transportation systesm, the local government signed with ICLEI - Local Governments for Sustainability to host "EcoMobility World Festival 2017". The Festival is sponsored by ICLEI and held in the world's major cities every two years. The goal of the Festival is to showcase the low-carbon, energy-saving and EcoMobility lifestyles expected in the future in the one-month long event and let people experience the social, economic, health and living environment benefits EcoMobility brings. The core values are "One community. One month. Use green and low-carbon transportation". The main activities include EcoMobility demo area, international EcoMobility seminars, low-carbon vehicles exhibition and community activities that the residents can participate in.

Kaohsiung City Government plans to conduct a one-month EcoMobility demo in the Hamasen area. Environmentally friendly and smart vehicles, instead of regular fuel vehicles, are offered for public use via citizen participation and the integration of resources from the central and Kaohsiung City government and private sector. After the event, the related low-carbon transportation system is to continue the operation to allow the Hamasen area to become an EcoMobility demo area. The planning of the location is shown below.

Project Highlights


EcoMobility is defined as environmentally friendly transport options that include walking, cycling, electric vehicles, public transport and car-sharing. In "EcoMobility World Festival 2017", the introduction of electric cars, bicycles and electric scooters, the planning of smart transportation and the application of smart traffic are the highlights of this project.
